Strategic Cooperation Agreements Exchanged in Brussels to Advance Kazakhstan’s International Partnerships

BRUSSELS, Belgium — Representatives of Kazakhstan’s leading state-owned enterprises and major international companies gathered in Brussels on 23 June for an official ceremony marking the exchange of signed cooperation agreements across key sectors, including aviation, energy, transport, nuclear cooperation, and renewable energy.

The ceremony brought together executives from Kazakhstan, Italy, France, Romania, China, and other international partners, underscoring the country’s continued efforts to strengthen cross-border economic cooperation and attract strategic investment.

One of the central agreements was a Memorandum of Understanding between Samruk-Kazyna and the Italian engineering company Maire S.p.A. on cooperation in the development of a Sustainable Aviation Fuel (SAF) Project in Kazakhstan. The memorandum was exchanged by Nurlan Zhakupov, Chairman of the Management Board of Samruk-Kazyna, and Alessandro Bernini, Chief Executive Officer of Maire S.p.A.

The aviation sector was also represented through the exchange of a Memorandum of Cooperation between Air Astana Group and Airbus. The document was presented by Air Astana Group CEO Ibrahim Canliel and Charbel Youzkatli, Vice President of Sales for Eastern Europe and Central Asia at Airbus.

In the railway sector, Kazakhstan Temir Zholy (KTZ) and Alstom formalized an Agreement on Cooperation for the Service Maintenance of Six-Axle Electric Locomotives. The agreement was exchanged by Talgat Aldybergenov, Chairman of the Management Board of KTZ, and Martin Vaujour, President for Africa, the Middle East and Central Asia at Alstom.

Another key document was a Memorandum of Understanding signed by Kazatomprom, Nuclearelectrica S.A. of Romania, and the National University of Science and Technology Politehnica Bucharest. The agreement was exchanged by Meirzhan Yussupov, Chairman of the Management Board of Kazatomprom, Cosmin Ghiță, Chief Executive Officer of Nuclearelectrica S.A., and Ioan-Ștefan Sacală, Vice-Rector of the university.

The ceremony also included the exchange of an agreement between Samruk-Kazyna Ondeu and Genesis Oil & Gas Consultants Limited for work on the development of a feasibility study for the construction of a new oil refinery in the Republic of Kazakhstan. The agreement was presented by Daniyar Mauletov, Chairman of the Management Board of Samruk-Kazyna Ondeu, and representatives of Genesis Oil & Gas Consultants Limited.

Further cooperation in the energy sector was confirmed through the exchange of a Technical Gases Supply and Offtake Agreement between KazMunayGas and Air Liquide. The document was exchanged by Asset Magauov, Deputy Chairman of the Management Board of KazMunayGas, and Nicolas Poirot, CEO of the Central Asia & AMEI Cluster at Air Liquide.

The final agreement presented during the ceremony was a Wind Turbine Supply Agreement for the Mirny 200 MW Wind Farm. The document brought together Samruk-Kazyna, Sany Renewables Kazakhstan, and TotalEnergies, and was exchanged by Saltanat Satzhan, Managing Director of Samruk-Kazyna, Yujie Fan, Deputy Director of Sany Renewables Kazakhstan, and Pere Real-Paris, Project Director at TotalEnergies.

The official folder exchange ceremony highlighted a broad portfolio of international partnerships involving Kazakhstan’s national companies and global industry leaders. The agreements cover sectors considered essential to long-term economic development, including transport infrastructure, civil aviation, conventional and renewable energy, nuclear cooperation, and industrial technologies.

The event in Brussels reflected the continued expansion of Kazakhstan’s international economic engagement through cooperation with European and global partners, reinforcing business ties and supporting the implementation of large-scale industrial and infrastructure projects.
