US and Japan Forge New Tech Alliance
The U.S. and Japan announced a sweeping set of joint initiatives in AI, quantum computing, semiconductors, and education, following Prime Minister Kishida’s visit to the White House. Backed by major tech firms and research institutions, the collaboration aims to boost innovation, workforce development, and security through coordinated investment and policy alignment.

The United States and Japan have outlined a sweeping set of joint technology initiatives spanning artificial intelligence (AI), quantum computing, semiconductors, and other strategic sectors. The programs were detailed following Japanese Prime Minister Kishida Fumio’s official visit to the White House for discussions with US President.
While both leaders reaffirmed cooperation on defense, climate policy, and humanitarian issues, technology dominated the agenda — reflecting how the U.S.–Japan relationship is evolving into a global partnership rooted in innovation, supply chain resilience, and security.
AI Collaboration at the Core
A central element of the announcement is a $110 million AI research initiative connecting the University of Washington, Carnegie Mellon University, University of Tsukuba, and Keio University. The effort, backed by major technology firms including NVIDIA, Arm, Amazon, Microsoft, and several Japanese corporations, aims to reinforce U.S.–Japan leadership in next-generation AI research and development.
Both governments also committed to creating national AI Safety Institutes and coordinating on AI governance standards, including risk assessment and system evaluations. They pledged to improve transparency around AI-generated content and promote methods to identify and authenticate synthetic media used in official or public communications.
Quantum and Semiconductor Expansion
Quantum technologies featured prominently in the new agreements. The U.S. National Institute of Standards and Technology (NIST) will partner with Japan’s National Institute of Advanced Industrial Science and Technology (AIST) to build secure and resilient quantum supply chains.
A separate trilateral initiative involving the University of Chicago, University of Tokyo, and Seoul National University will focus on training a skilled quantum workforce to boost regional competitiveness.
Commercial cooperation was also highlighted, including a $50 million deal under which Quantinuum will provide Japan’s RIKEN institute with quantum computing services over five years.
In semiconductors, Japan’s Leading-edge Semiconductor Technology Center (LSTC) will explore joint projects with the U.S. National Semiconductor Technology Center and the National Advanced Packaging Manufacturing Program. Both sides will organize technical workshops and training programs to expand chip manufacturing capacity and expertise.
Beyond these sectors, new collaborations were announced in cloud computing, telecommunications, batteries, robotics, biotechnology, finance, and transportation, indicating closer public–private coordination between the two nations.
Investing in People
Human capital development was another major focus. The two countries will expand cooperation in STEM education, entrepreneurship exchanges, and academic programs aimed at strengthening technology literacy and innovation. These initiatives are designed to nurture a new generation of scientists, engineers, and business leaders capable of advancing shared strategic goals.
By integrating education, research, and industry partnerships, the U.S. and Japan aim to sustain their technological edge and reinforce economic security amid intensifying global competition.
